This collection contains material relating to the teaching and research of Kent State University Political Science professor Richard W. Taylor, dating largely from the late 1960s-late 1980s. Much of Taylor's research pertains to the role of the ombudsman, with special focus on the ombudsman's role in modern Germany. Additional research by Western Reserve University professor Richard C. Spencer, on Maurice Maschke, an early 20th century Cleveland politician, and the role of the political spoils system is also contained in these papers.

The 20th Commemoration of the Kent State shootings, held in 1990, remains one of the largest-attended of all the annual gatherings. Preparations had begun a few years in advance, culminating in the creation of the May 4 20th Anniversary Commission, at the behest of President Michael Schwartz, in 1989. Born in 1923, Richard W. Taylor received his A.B., A.M. and Ph.D. from the University of Illinois. During the 1950s and 1960s he taught Political Science at the University of Minnesota, Lehigh University, Coe College, the University of Iowa and Northwestern University. Taylor came to Kent State University in 1967 and served as the chairman of the Graduate Studies in Political Science program.
